The TCP Optimizer 4 works with most current Windows versions, from Windows 9x, XP, 2000, 2003 Server to Windows 7, 8, 8.1, 2012 Server (R2), and even Windows 10 (Technical Preview).
However, only version 4 of the TCP Optimizer works with Windows 8 and newer operating systems (TCP Optimizer v. 3.x only works with operating systems up to Windows 7/2008 Server).
Windows 8 introduces some updates, many more PowerShell cmdlets for controlling TCP/IP settings, additional TCP Offloading options, it deprecates some netsh commands, etc. Because of all this, only version 4 (or later) of the TCP Optimizer is designed to work the new TCP/IP stack and PowerShell cmdlets.
