A Virginia Senate committee voted Monday to ban computer-based sweepstakes games some legislators said are illegal gambling in disguise. The Senate Courts of Justice Committee voted 8-5 to ban the games, which offer points for Internet, phone time or other items purchased that can be played on games in an attempt to win money. Establishments offering the games have moved into Virginia since being banned in North Carolina last year. Some legislators said the operators skirt gambling laws and target poor areas of the state. Opponents argue the games are similar to fast food games in which someone who buys a hamburger could win money, food or other prizes. Attorney General Ken Cuccinelli has issued two decisions on the games, saying some will constitute legitimate marketing exercises or entertainment while others cross into illegal gambling.
