Time Warner Cable has extended its offer of a $5 monthly price-break to light Internet users to additional markets in Texas, including Austin and Dallas. Any customer in these regions that agrees to be capped at 5 GB per month will receive $5 per month off of their service charges. Overage rates will be billed at a rate of $1 per gigabyte, with a maximum overage fee of $25. Customers will have a 60-day grace period (two billing cycles) to adjust usage patterns, during which the MSO will notify customers of overages but won't charge for them.
TWC was experimenting with usage-based pricing models in 2009 and back-tracked after a public outcry. The company has taken slow and measured steps to roll out usage-based pricing in dribs-and-drabs. Read more -here-

That's right Sava.. If the ISP's start at small caps.. and the majority of users say "oh.. that's ok..." Then the ISP's will take more.. and more.. until those same users will be like "remember.. when we use to have (fill in the blank) bandwidth.. those were the days..". The ISP's have this mindset. Don't believe me? One just has to look at what happen to South Carolina. Because of certain ISP's *cough* manipulated certain groups *cough* a bill was passed that blocked towns and cities to wire themselves for broadband -- even when nobody else will. All because the ISP's think that they will "lose money" in the long run. For example if the ISP's do not want to establish there service in a small town.. say in the middle of the state, and the local town says that they themselves will be a local ISP for that town. OH NO! can't do that..
