Following calls to pass a law at the federal level, the Federal Communications Commission (FCC) has officially declared AI-created robocalls illegal. The decision isn't a new law, but an expansion of protections already applied to consumers under The Telephone Consumer Protection Act, which also outlines legal procedures for actors charged with issuing robocalls. The FCC's move gives state attorneys general more legal tools to pursue illegal robocallers that use AI-generated voices to fool Americans, the FCC said. "Bad actors are using AI-generated voices in unsolicited robocalls to extort vulnerable family members, imitate celebrities, and misinform voters," said FCC Chairwoman Jessica Rosenworcel in a statement. "We're putting the fraudsters behind these robocalls on notice." The FCC said the rise of these types of calls has escalated during the last few years as technology has the potential to confuse consumers with misinformation by imitating the voices of celebrities, political candidates, and close family members. The action by the FCC makes the act itself of using AI to generate the voice in the robocalls illegal, "expanding the legal avenues through which state law enforcement agencies can hold these perpetrators accountable under the law," the agency said.
