SOPA foes ready alternative plan - no Web blocking

Two key lawmakers are expected to release draft legislation on Thursday that offers an alternative to two controversial bills cracking down on piracy and counterfeiting on foreign websites. Sen. Ron Wyden and Rep. Darrell Issa have developed the so-called OPEN Act which tends to interrupt the flow of funds to offshore piratical Web sites by targeting only Internet ad networks and "financial transaction providers" such as credit card companies.

The Oregon Democrat and California Republican hope that their legislation will provide Silicon Valley companies and other critics of the Hollywood-backed SOPA bill with an alternative that they can embrace in advance of a House of Representatives committee vote on SOPA that's expected next week.

"Efforts to address online piracy aimed at specific behaviors or parts of the network could have unintended consequences elsewhere - consequences that may undermine the value that digital products and services creates for so many," seven tech groups, including the Information Technology Industry Council and TechAmerica, said in a letter on Wednesday.
