is there a way to make cable download at a consistent rate rather than jumping from high speeds to low speeds to high speeds, etc.?

memory and connection speed

does memory affect how fast a cable modem connects? i talked to a roadrunner representative and he told me that roadrunner will go as fast as your computer will let it. he said that the more memory you have the faster it will be. is this true?
