is there a way to make cable download at a consistent rate rather than jumping from high speeds to low speeds to high speeds, etc.?

What you're noticing is a download burst. Inaccurate speed bursts are cruel.

You can try tweaking your connection though. Post a TCP/IP Analyzer test result. Also provide the following information: Operating System, Internet Service Provider, take a speed test and post your results, and the speeds your ISP limits you to (advertised speeds).

Remember to backup your registry before trying any tweaks.

Try our patches as well. Browse the site for it, I'm too lazy to get a link. :p

Why not try to utilize the burst speeds that you get at the beginning of downloading web pages or programs?

Can a program be made that would refresh your transfer to maintain the burst speeds? Say refresh every few seconds or refresh at a minimum transfer speed?

Now that would be something!!!

You cant do that. Plus, IE is inaccurate when first starting off. Inaccuracy is more likely than a burst at the beginning.

I think one of the reasons a speed burst occurs is the throttling of your ISP kicking in and governing the transfer rate. It's the cable police detecting and fixing.

Kinda right. More of the speed coming in then throttled down to the speed, but at the first few hundra KBytes of the download.
