System slow after cable tweak

Below is the tweak.inf file i used. I running a cable (SCV) SIngapore and OS is WIn ME. My download speed was slow and then the SCV Helpdesk pass me this file say that it is the previous 56 modem make it slow. now i can download at around 200kb/s but the moment i start downloading, my system , mouse, anything - even in dos prompt is super slow. pls help me, Afther download, the system back to normal.

:1. Go to top of page and click on TCP/IP Analyzer
2. Copy all this by highlighting everything in box with mouse
(you may have to make box smaller. To copy contents of box, highlight, then hit Ctrl & c, on your keyboard, when you return to Speedguide in reply box, with cursor blinking, hit Ctrl & v, this will copy contents in box so I may look at it. Thank you.

ram is 128mb x 2 (133mhz)
64mb x 1 (133 mhz)
all kingtons
hdd is quatum 15gb
soundcard - creative 128pci
i believe it is not my computer configuration but the setting of the inf files :( or maybe Win ME
i was using a prolink 1456 v90 modem ,
also using getright for download as well as ie 5.5 for browing
sigh can some one help me just write the inf file for me to revert to nothing or maybe the value set for cable during download take up all resources.

If you would like to return to default run our back to default patch on patch page, this site, it will only take out settings that speedguides patch put in :)
