Go into Internet Options -> Connection -> LAN Settings, and enure Proxy Server, auto detect settings, and auto config script are all UNCHECKED.
Set your NIC to 10/half-duplex.
The other fellow with two NICS and using ICS may be another issue ....

Two things you can try:
1) unplug the power cord for the modem and unscrew the co-ax cable wire from it and leave it like that for a full 30 minutes. Plug the co-ax wire back in and then the power cord.
2) if step #1 fails then call your ISP tech support up and ask them to delete the ARP entry off ...

you mention you lose connectivity every 20-40 minutes, so if you are surfing the Net for 3 hours I assume this happens at least 3-4 times during that time period on a daily basis consistently? That really sucks!

First see if you can ping out. Find out your gateway/router ip that you connect to by using the 'ipconfig' command. If you can ping the gateway that means you have connectivity (somewhat).
