French Canadian Radio Station Issue

I know it sounds odd... but apparently Insight Communications of Central Ohio has an issue where at 12:00noon every day... RoadRunner in certain areas drops and is intermittent for an hour... I am a tech there and I heard this about 3 times before I talked to a higher-up about it.... apparently some french canadian radio station starts transmitting at noon... and it completely destroys roadrunner connectivity for an hour...

so my question is this... how likely is this to be true? cause most people I tell this too act like im making it up...

its an interesting story though... dontcha think?
