Right click on My Computer - properties - advanced - performance options - change your pagefile size there (I think 512MB is is perfect no matter how much physical RAM you have), set both min & max to 512MB, it will then prompt you to reboot for the changes to take effect. Now for the boot time defrag, I have never used 2K or XP's built in defrag apps but I have read XP will do a boot time defrag (I may be wrong because I never use it) I use PerfectDisk 2000 and I know allot of third party defrag apps have this feature, certain files such as the pagefile cannot be defragged while in Windows so a boot derag is the option to fully optimize your drive. Once you do this then the pagefile will not fragment again becasue it is static and in theory it will improve the perfromance of your pc.

Like mentioned above, NT based OS's are great themselves for memory management, unlike Win9X which could get a big sloppy, hence the need for reboots now and then.
How much memory depends on what you run, but I try to setup all my clients with a minimum of 384 megs for Win2K..the box often comes with 128 megs, I'll plop in a 256 meg stick. 256 is decent for average use, less and you're dragging. 512 decent for heavier "powerusers".
As for the swapfile, I don't see any benefit of trying to manage that yourself, again, the OS itself does a great job with that itself, and if you have enough system memory, you won't be using the pagefile much anyways. Also, depends on what you're running. But I haven't seen those typical Win9X tweaks to the swapfile affect anything, good/bad, as the OS does it well.
