Outlook blocks wanted attachment

We just got all new XP pro machines in the office ... and we cannot get an email attachment for document delivery software because it has either a .com or .exe extension on the attachment and Outlook blocks it. Are there good patches or downloads to help us get around this safely? We do need to be able to use these document delivery systems. Thanks.

Is Outlook the program that's actively blocking the files or is it an Admin rule to protect the system/network?
We have a similar problem sending .exe files via email. Our ISP blocks all .exe file attachments and the only way to get them now is if they are zipped.
