HELP! Anyone else's Rogers Cable realy slow?

HELP! Anyone else's Rogers Cable realy slow?

Im in toronto and my cable is really slow...300kb download 100 upload! Im getting 1000-3000 ping on quake3 servers...everything is generally slow...

ANYONE ELSE'S ROGERS CABLE SLOW?
