Please Help Need Dummies Guide to Tweak DSL

I recently got my DSL connected about 2 days ago. I'm running Windows XP and my download speeds are about 60KBPS, upload I'm not sure about. I don't know the first thing to do when it comes to tweaking this, can someone please shed some light and is there some type of dummies guide to this?
