There are several answers. First and most important -- what is the highest USEFUL setting? That depends on your connection. With a satellite connection (high latency), you need a high RWIN. With DSL or cable, people rarely need more than several hundred thousand. Somewhere in the 500,000's is probably the largest most people will use. Whether or not this is USEFUL can be argued, but if it works for you, then fine.
Now, for the technical answers. The largest number that can be entered into your registry is 1,073,741,823. This is equal to (2^30 - 1). So, some people might say this is the largest RWIN. However, that is not a functional RWIN. The largest functional RWIN is 1,073,725,440 -- if I did not screw up my math. That should be equal to (2^16 - 1)*(2^14).
Test this for yourself. Enter 1,073,741,823 as your RWIN and run the Analyzer. The Analyzer should report to you an RWIN of 1,073,725,440.
