ok i read the post and went into my surfboard 4100 config manager and seen this -- > Signal to Noise Ratio 37 dB
is this whats is supposed to bet -15 <> 15dB ?

The downstream power level is the strength of the downstream signal received by the modem. This is the number that should be between -15 and +15 dbm.
The signal to noise ratio is the ratio of the power of the background noise on the cable divided by the upstream power level. The latter can be as low as +8, and as high as +58. (These specs are for the RCA DCM226, other may vary slightly.)

Receive power
Kip is correct, unfortunately, Docsis systems do not seem to measure receive power. Every modem I have ever checked shows a 0 on the receive power. I just wish the Docsis systems showed the correct receive power. It is the one thing missing.
The Motorola systems do seem to accurately give a receive power number. But, again, all I ever see on Docsis is 0.
