For optimum performance, consider changing RWIN to a multiple of MSS.
Other values for RWIN that might work well with your current MTU/MSS:
513920 (MSS x 44 * scale factor of 8)
256960 (MSS x 44 * scale factor of 4)
128480 (MSS x 44 * scale factor of 2)
64240 (MSS x 44)

bandwidth * delay product:
Your RcvWindow limits you to: 1310.72 kbps (163.84 KBytes/s) @ 200ms
Your RcvWindow limits you to: 524.288 kbps (65.536 KBytes/s) @ 500ms

Yep your right it says yes and no..

What type of connection
What OS (operating system)
what tweaks are installed if any..
What type of internet software do you use..
(Like Download managers, firewall and so on.)

LOL, Window ME, Got the patch from SpeedGuide for the @Home & 98. Have a SMC Router built in firewall. My download are pretty good, just the upload is @ about 102. Just thought to see if the setting could be tweaked any more. Thanks ;)

Default Receive Window (RWIN) = 32768
This line from your test Well you might want to raise the Rwin some.. Keep it a multiple of MSS...
Or try the suggested amount from the test.
