This is what I have done to date.

1) Ran Vtcp.386 this is file: 236926USA8.EXE
2) Ran win98 pppoe RegPatch this is file: sguide_tweak_98.inf by right clicking and choosing install.
3) Ran MS fix for Win98se this is file: 243199US8.EXE

Checked:
HKEY_LOCAL_MACHINE\
System\CurrentControlSet\Services\Class\NetTrans\000n
All these setting have MTU set to 1492.
(I have 0001 to 0009 of these settings, they all have a MaxMtu setting to this)

4) Changed HKEY_LOCAL_MACHINE\
System\CurrentControlSet\Services\VxD\MSTCP
DefaultRcvWindow from 255552 to 256960

All the other settings where allready as recommended in the registry tweaks section and left alone.

I then rebooted:

After all this I still don't get an MTU of 1492, even though my registry seems to have it there.

Next tried Cablenut as per instructions (it removed all previous settings).It showed 1492 and 255552 after I applied patches: squide_tweak_98_me_PPPoE and WebPatch. I the added to reg. Rebooted.

But Anlyzer still shows different. See below

I am on Win98se. AMD400mghz, 164meg ram. Went to your help site and to be honest am somewhat overwhelmed with it all. I DL'd RasPPPoE 0.95 tryed it and got message could not find and Dial up service, so I didn't proceed.
I hate to be a pain, I know you probable deal with a lot of stupid stuff. When you have some time advice would be greatly appreciated. Thanks

When I run Analyzer now I get:

For optimum performance, consider changing RWIN to a multiple of MSS.
Other values for RWIN that might work well with your current MTU/MSS:
520352 (MSS x 46 * scale factor of 8)
260176 (MSS x 46 * scale factor of 4)
130088 (MSS x 46 * scale factor of 2)
65044 (MSS x 46)

bandwidth * delay product:
Your RcvWindow limits you to: 10222.08 kbps (1277.76 KBytes/s) @ 200ms
Your RcvWindow limits you to: 4088.832 kbps (511.104 KBytes/s) @ 500ms

MTU Discovery (RFC1191) = ON

Time to live left = 51 hops
TTL value is ok.

Timestamps (RFC1323) = OFF

Selective Acknowledgements (RFC2018) = ON

IP type of service field (RFC1349)= 00000000

what is your OS?

if you are running win 9x, did yu install the 386 ini file?

if not then that may be a good place to start

:D

Change RWIN back to PPPoE value, 256960 is a cable value :)

Thanks everyone. That last link that Lobo gave helped. My problem was with:
HOTKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Class\Net\000x (x being the number of the key that MaxFrameSize is installed in..
under 000x there is an entry for MaxFrameSize "1454"
change this number to "1492"

All the other tweaks did not change this setting. I changed it manually and now all seems set. One last question. In my <HOTKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\Class\NeTrans\0001 to 0009> , I have an MaxMTU setting for each one (all 9) of 1492. I believe I read somewhere that this is only needed for the protocol which my modem is useing and that it may slow down if installed in all the other setting. Is this a concern?

BTW heres my settings now:
