I noticed you have some settings.Where and how do I find and change these? Is there any noticable changes with them.

Precedence (priority) = 000 (routine)
Delay = 1 (low delay)
Throughput = 1 (high throughput)
Reliability = 1 (high reliability)
Cost = 0 (normal cost)

For informational purposes I'm running Cablenut's 4.0 and the patch and Speedguide webpatch. I'll post analyzer results when page becomes available. I'm using a RWIN of 481800. Specs: Win ME, Adelphia Powerlink, 128Megs RAM and 600MHZ Intel Celeron (overclocked).

MTU = 1500
MTU is fully optimized for broadband.

MSS = 1460
Maximum useful data in each packet = 1460, which is equal to MSS.

Default Receive Window (RWIN) = 481800
RWIN Scaling (RFC1323) = 3 bits
Unscaled Receive Window = 60225
RWIN is a multiple of MSS
Other values for RWIN that might work well with your current MTU/MSS:
513920 (MSS x 44 * scale factor of 8)
256960 (MSS x 44 * scale factor of 4)
128480 (MSS x 44 * scale factor of 2)
64240 (MSS x 44)

bandwidth * delay product:
Your RcvWindow limits you to: 19272 kbps (2409 KBytes/s) @ 200ms
Your RcvWindow limits you to: 7708.8 kbps (963.6 KBytes/s) @ 500ms

MTU Discovery (RFC1191) = ON

Time to live left = 49 hops
TTL value is ok.

Timestamps (RFC1323) = OFF

Selective Acknowledgements (RFC2018) = ON

IP type of service field (RFC1349)= 00000000

That must have been some tweaking I done a while back.. and didn't work... I'm resolved to the fact that my provider has some serious problem. so I've left all my setting at Cablenuts 4.0 settings for win/98 fast cable. I removed that post to eleminate the confusion in the future!
Sorry for the mix-up :(
No Question is a dumb Question when it comes to Tweaking!
