Fast download speeds but EXTREMELY LOW UPLOAD SPEEDS

I am in college with T3 network. I get very fast download speeds all day, but when i set up my computer a server and let people download off me, they are getting HORRIBLE DOWNLOAD SPEEDS...in other words, i am uploading files very slowly. Other people with cable and DSL connections get like 1 kb/s speeds off me!! I was wondering what I can do to improve these speeds?!? Any help would be greatly appreciated...

Chances are your upload speed is capped. Most places do that since most people only want really fast downloads, and the uploads are usually only for people using servers(not a whole lot). Uncapping is possible, but you'll probably be caught. Just be happy with your T3 d/ling.
