I need to upgrade and am wondering for 13.99 is this legit?

I was going to post a link to that thread, but the SG search results for "bullsh|t" were too numerous

Those cheapo keys are hit or miss... Have you tried simply upgrading? In many cases it will not ask you for a key, and simply update and activate with a digital license. You just have to choose "Upgrade this PC now" during setup.

Done tons of them myself using the "Media Creation Tool" each time it applies a legit digital license. Will not work for enterprise editions though.
