There are many variables that may affect your connection speed besides tweaking it with the TCP Optimizer.

What is your advertised speed, what are you actually getting?
Does it vary depending on time of day?
Have you applied any tweaks?
How are you measuring your download speed?
Are all client devices experiencing the same issue?
Are you using a wired or wireless for your client device? Gigabit or 100Mbps Ethernet?

I have a 300 mbps connect with cox. wired. my other computer is getting 300+mbps. checking speed with multiple websites

How is this computer connected to your router? (i.e. Wi-Fi or wired, what speed, what network adapter)
Has it always been slower, is there any third-party antivirus/antimalware running, or any other software that may be affecting the connection?
