DSL Networking Help

Okay here's my dilemma we have DSL 768 up and down and we have 3 static IP's everything was running smoothly we have the DSL modem connected to the HUB. I would download at 90 k/sec and my brother would be playing online with no problems.

Nowadays I can only download 20k/sec and if I'm downloading and my brother is trying to surf it takes forever for his pages to load. The funny thing is the upload is still good I can upload at 65k/sec to 80k/sec we tried switching the Hub to a Lynxsys switch and it still does the samething. When we got the DSL installed the guy told us we were pretty much on the edge so we barely qualified for it so I don't know if that has something to do with it. Anyway our Pings are still good when playing online but hardly ever under 100.

I tried testing the connection and it said we had 140k which is very low. I can't figure this out do you guys think something is wrong with the DSL line or the way we have the network setup I have thought about removing IPX/SPX and NETBEUI but I don't know yet.

Oh and I don't know if this will help but the NIC cards are a 3com 10/100 an Intel 10/100 and a cheap 10 tbase card on the 3rd IP address 2 machines have Windows 98 and 1 has Windows 2000 so help I don't know what to do.

Did you try the performance with the cheap NIC unplugged from the hub? A bad NIC can kill your network.

Actually I found out what happened my isp was switching from UUNET to a Sprint backbone it's still slow as hell right now I just have to sit and wait.
