i can´t download with more then 300Kbits
Your MTU implies you are on some type of PPPoE DSL connection.
There are settings in the "File" menu in the Optimizer that allow you to restore everything to your original settings. It also allows you to reset Winsock and TCP/IP, so it can't cause the negative impact, there is always a way to completely wipe the changes.
That said, I would look at your DSL modem and see what speed it syncs at, sometimes disconnecting/rebooting it can help. How do you measure speed? Do you get slowdowns at certain times of day, i.e. do you take into account peak congestion times?

I tested with some speedtests at different times. they say 2,4mbits download but with firefox or steam i can only download with 300 kbits and 2 days ago i had no probs download speed was good! I restored already the windows default settings but nothing changed for me. i used tcp optimizer before i reinstalled windows but this changed nothing too.
