Your MTU implies you are on some type of PPPoE DSL connection.

There are settings in the "File" menu in the Optimizer that allow you to restore everything to your original settings. It also allows you to reset Winsock and TCP/IP, so it can't cause the negative impact, there is always a way to completely wipe the changes.

That said, I would look at your DSL modem and see what speed it syncs at, sometimes disconnecting/rebooting it can help. How do you measure speed? Do you get slowdowns at certain times of day, i.e. do you take into account peak congestion times?

I restored already the windows default settings but nothing changed for me. i used tcp optimizer before i reinstalled windows but this changed nothing too.

You say you restored Windows settings in the Optimizer. You also said you reinstalled Windows. There is no way for the TCP Optimizer settings to survive all that, you should look elsewhere.

Like I suggested, start with your modem, see what speed it syncs at, talk to your ISP, check the line?
