And i use TCP optimizer but it seems to change nothing. in TCPip/parameters etc its being changed but it does not make a difference i have 20mbit/s down and 15-20/mbit/s up and im usually 40-70mbit/s down..
I could have removed somethings from the registry actually and been trying with various registry repairs but it seems like I messed something up so bad that I need to re-install windows ?
Anyone have a .reg file that implements EVERYTHING WITH UDP and TCP into windows 7 registry? as default, and then i can use tcp optimizer again maybe.
I have better latency ingame "CS GO" and its not so much difference, but in browsing,streaming its very bad..
i appriciate all the help i can get!

You can try resetting TCP/IP and Winsock (from the TCP Optimizer's "File" menu) if you thing it is really messed up. Remember that the Optimizer only fixes/boosts your end of the connection, it is still dependent on all other hardware and the line that your ISP provides.
I am not sure I follow, what is your ISPs advertised speed, and what kind of downloads are you getting ?
