I actually looked at your thread. RWIN can not be changed directly under Windows 8.1 which you are running, and the RWIN value is pretty much optimized, so that wasn't the issue. Your signal looked ok to me, sorry we couldn't help. It is often the case that your ISP has to step in to fix the line, what was the problem ?
