I have two Win98SE computers that share a cable modem through ICS.
Either machine can access the Internet with no problems if the other machine is not being used.
When both machines are accessing ther Internet, connectivity frequently drops and the only way to restore it is to reboot the ICS host machine.
This happens randomly, at 10 or 15 minutes into the time when both computers are web surfing, or it may work fine.
But it does drop the connection often enough to be very irritating.

I run a network of (depending on the day) 5-10 machines all off of one IP. there is only about a 5% slowdown over the entire network compared to a single computer running of the modem. All the machines on the network can be playing games and stuff at the same time without any trouble at all.
Granted, I do haev an old P75 dedicated that just sits behind a door without a keyboaerd, mouse or monitor and just runs ICS. That could be a viable solution for you, I"m not sure. I only paid like 70 bucks (canadian) for the P75 machine. (around 45 US)
You may just need to reinstall ICS and the drivers, and check that everything on the client is set up right (disable DNS, use DHCP, etc etc)
