Odd pause when starting downloads.

Greetings, just registered here in hopes of solving my problem. Allow me to name off a few specs:

I'm running windows vista ultimate 64-bit, Q6600 processor, 4GB DDR3 ram, a large power supply, video card, and hard drive ect ect ect. A capable machine methinks. Sadly it's hooked to a whopping 1.5mb/s connection. not awful, but definitely nothing to get excited about.

When starting downloads of any kind, be it a file download, or streaming video, I get this sort of "pause" ... It's almost like whatever I'm downloading has to be downloaded in a certain amount, and then the download proceeds as normal.

for instance: downloading a file of 4MB in size, I choose a spot to save the file (usually my desktop) and start the download. when the window pops up, NOTHING HAPPENS for the first 1 or 2 MB of the download, and then BAM it jumps up to 40 / 60% downloaded and my download speed is showing some retarded number like 2/300MB/sec, then as the download continues normally, the speed drops to a more realistic number (in my case) of roughly 1 / 200 kb/s.

another example: youtube. Click on a youtube video, and it refuses to even show me the little red progress line untill roughly 1-2 minutes of the video has been downloaded, at which point the video will begin to play and the download proceeds as normal. videos shorter than 1 minute usually fully download 100% before they will play.

one more example: Speedtest.net - when I start a speed test, I never even see the download progress, the screen simply pauses untill the entire download is complete (that little blue dot going from the server to your location.. yea, it doesn't travel to my location, it sits on the server location untill the download is done, then it warps to my location) then it immediately proceeds with the upload which looks perfectly normal.

whatever this problem is, I'd like to find it and crush it. I've tried the TCP/IP optimizer and nothing. Ive disabled mah firewall, I've cycled the modem and restarted my computer, I've even asked it nicely, and it still hates me.

here's the kicker, my cousin's computer hooked onto the same modem, running damn near identical specs, has none of these problems. His video streaming starts instantly, his downloads dont sit there for 20 seconds with zero action ect.

Sounds too simple. More is involved. Defrag and watch for clues.

I've tried Internet Explorer, and Google Chrome.. absolutely no difference between either browser.

Just uninstalled flash player and reinstalled, and during the flash player download, the downloader just sat at 0% for about 10 seconds untill the download was complete. (went from zero to 100%, skipped 1% - 99%)

youtube videos still require at least one solid minute or TWO to begin playing.

Is this only with youtube video's??? What about other flash media sites? Can you post a hijackthis log?

it's anything I download.. this includes maps on Call of Duty in-game, youtube videos, files of any type off the internet, speed tests, updates.. anything being downloaded results in a complete pause and sometimes a non-responsive scenario in which I have to end the process with task manager.

what's a hijackthis log?

well, I just figured out it's my antivirus.

I'm using Kaspersky Internet Security 2010, and when I pause protection (shut it off), my problem completely vanishes.

why I haven't figured this **** out sooner just boggles my mind.. now to see what I can do to fix it. any suggestions?
