Help me diagnose slow WIRED connection!

I have a 3mbit download speed from my local ISP (a DSL service). When I'm downloading a file, I usually see speeds of ~300k/sec but as of a few days ago I'm only getting~30k/sec. Called the ISP and they say all is well on their end, it must be a virus or something with my machine.
I ran several scans with different products, which find no problems. I then tried hooking up to another computer I have, but rarely use, and have the SAME slow connections speed, which makes me doubtful it's an issue on my end.

Nevertheless, I followed some instructions for cleaning DNS history, cookies, history, etc. I tried to "rollback" my network adapter driver, but that option was "greyed-out" and unavailable. I then updated my network adapter driver from the manufacturer's website. NO improvement.

When I login into my DSL modem (D-Link 2320), however, it looks as if it "sees" the correct high download/upload speeds that I'm paying for!!

I really don't know what to do/try next?
Any suggestions would be very appreciated.

If you place your cursor over the word Broadband at the top of this page you will see broadband tools. Click SG TCP/IP Analyzer. Post the results of that page here. Also, run a speed test at http://www.speedtest.net to the closest location to you. Post the results of the speed test as well.

In the last couple days when you started to notice the slow speeds did you make any changes to your modem or router setup? Do you have any other software, downloads, computers, or devices using the connection? If you have wireless setup is it secure?

No changes to anything. No other devices presently using the connection. Malwarel scans negative on all. I even eliminated the router and connected directly through the modem. I posted some diagnostic readings from the modem below. So it "seems" the modem sees 6mbit download speed (the isp temporarily has bumped me to 6mbit from my usual 3mbit for the weekend to see if it makes a difference.) Yet I'm getting these terrible download speeds. I'm stumped. Is there SOMETHING on the ISP end that could be causing this?

Tracert shows no issue with signal quality.

Test your line with another comp (laptop). If speed is still slow, issue could be at the ISP's central office, or they are capping you.

If speed of the laptop is normal, issue is within your comp, like botnet etc.
