In-Game Severe Lagg

On most of Gameservers were we play Halo-Severe lag on several different servers-No beep when hitting someone or right above-shoot & nothing..
Could it be Windows 7?

Charter replaced Modem-Installed splitter -3.5 turned down signal outside (to much above specs-High)

Windows 7 Ultimate 32 Bit
E7500
4mb Ran DD3
Sata HS 23mb 750
Video GT 9500-correct drivers

do some tracert's and ping tests to the servers your playing on via IP# and post them please
