This message is normal and isn't a cause for concern. The modem sent a ranging request message to the CMTS and didn't receive a reply within the T3 time period. The modem will keep trying, up to 16 times, before resetting.
One cause is that many other modems are sending requests at the same time as yours and the response your modem was looking for got lost in the shuffle.
