No install in pull down

I have tried all possible combos and can not find an "install" option as indicated in the in install directions for "sguide_tweak_98".
am I just stupid or only ignorant.

[Scoot]

Using your zip software,extract file to the desktop,then right click and there should be the install option.
Reboot for effect.
