Lower than average kbps?

Hey guys I'm running a Road Runner modem. I used the TCP Optimizer and ran the SG Speed test. Here are my results
2009.02.28 12:21 1401 kbps [175KB/s] 132 kbps [17KB/s]

Before I ran this my peak download via Vuze said I was downloading 350kbps, now I am lucky if I peak at 200kbps

I'm running Windows XP Pro. Service pack 3
Dell Inspiron 530 Intel Core 2 Quad CPU
Q6600@2.40GHz
2.39GHz,2.00GB RAM

I ran a speed test via http://speakeasy.net/speedtest/
my first reading was 3893 kbps download before I ran the TCP optimizer, I rebooted after I ran it and did a test again and got 5785kbps download and 978kbps upload.
I just ran it again after I changed the TCP Op. to the current settings and got 2340kbps download and 157kbps upload.

Can anyone help me get my faster connection back? Webpages are taking a while to download now.

This is the third post on road runner i think it's on their end give a day or two if still slow post back..

Only thing I can think of at this point is possibly increase RWin at 256960.

I would test the connection by doing a packet loss test with a reliable server, if there is packet loss, there is a possible physical network problem. Packet loss will cause slower speeds on your internet connection.
