It isn't uncommon for police to make this mistake, as a paramedic they call use quite often to make sure there isn't a real medical condition going on. Sad that it happens but it does.

This happened to a buddy of mine 7 or 8 years ago. Cops dislocated both his shoulders.

I found people at the beach in Florida, including police, very aware of the diabetic issue.
