Some strong interference is disrupting your wireless signals. That is the cause for ultra high ping times at hop 1, between your comp and the router.

Cordless phone, 2.4 GHz bluetooth device?

Remove both from the room and then do a tracert to check ping times at hop 1. If normal, then operate the cell phone and do another tracert, etc.

This confirms that the cell phone connected through blurtooth is affecting your wireless signals.

Check to see if the bluetooth device have a choice of frequency settings. Your router is operating in the 2.4 GHz band and no other device should be operating in the same band, or else there will be a disruption.

If you cannot change the operating frequeny of the bluetooth, you have to remove it from your comp as it still affects your signals when the phone is turned off. Use a cordless phone operating at 6 GHz instead.
