NEED HELP Please Anwser!!!

I have no clue what is wrong, i got my ports forwarded on router and firewalls , Azureus is telling me that everything is good and i got all green smiles BUT!! i cant get a download faster than 13kbs. I am on a 768kb-dl / 256kb-up load ISP. For example i connected to a torrent , 30 seeds of (903) and 42 Peers of (1204) and can only get a d/l speed of 12kbs and below. If Anyone knows what the problem is please reply

Try some other torrents, and see if the results are the same. Some ISPs limit the p2p bandwdth but I dont know by how much.

Router firewall or software?

i dont think cable dmg is the issue, but than again you can be suprised by alot of things , my pc got stolen a while ago and i got this new pc i set it up same way i always had it and im geting no firewall error or DHT Error or Nat problem its telling me everything is a go. i got ports 6881 - 6889 on router and firewalls but just rly slow download
