Ground Effects?

I was looking at a new Monte Carlo and it has listed Full Perimiter Ground Effects. I thought Ground Effects lighting was illegal in Most states? Do they mean the neon lighting?

No ground effects are the plastic or polyurothene attachments around the bottom of the car. That is not neons. And diff states have diff laws on neons. Some states you can have them if they are a certain color, some any color,some can have them but only on when parked and some not at all.
