Reg DVD Drives, can they read DL discs?

Depends how old it is. I don't see why not. Although you might have better results with a +r dl written with dvd-rom bit setting.

As long as your DVD-Rom isn't old as dirt it should have no problem reading DL discs. If you're having trouble reading them I would go to the manufacturer's website and see if there's a firmware update/upgrade to fix the issue.
