ISP Closing Ports ???!!!

hi,
i made a recent post describing a problem with port forwarding on my router. it seemed as if my router wasn't responding because when using the bittorrent client azureus i would only get yellow smilies. so i decided to test the problem by removing my router and having my ports scanned by shields up! it turns out that every single port is closed. remember my router is disconnected, and i have a straight connection to my modem. also, azureus still shows nat errors and yellow smilies. could my ISP block every single service port available? how can i find an open port? (which i doubt exists) ?

The ports are closed by default unless you open them for use or a program opens then to listen for incoming connections on a particular port....
Or you have a software or windows firewall turned on... windows firewall is turned on by default with the SP2 update...

i have windows internal firewall turned off and i still get NAT errors
