Is there any way to keep the @Home software loaded, yet "disable" the forced proxy settings?

The reason I wanted to install the @Home software, and btw, I haven't installed the software yet, was for the dialer that comes with it. I'm on a 1 way @Home cable system, HTC@Home is the cable provider, the modem is model SB3100D.
As it is now, just clicking on a url or starting OE will not cause the cable modem to dial out, if it has lost the upload connection because of telco timeout.
I have to manually release and renew the ip to get into the modem web page, then start the dial-up process.
It's big headache, plus, with the wife and children surfing the net, I would rather them "not" have to go into winipcfg or the modem web browser just to initate a connection.
