Help! My UL speed is slow

Help! My UL speed is slow

I use Cablenut to tweak my Cox HSI connection but when I use 32768 which is the DefaultSendWindow that you're supposed to use for a 256Kbps upload cap, my speeds goes down to 230-240Kbps up. But when I use 16384, my UL speed shots up to 245-250Kbps up. Can someone please tell me what is going on? Is it a problem with my computer or a setting in Windows XP Home Edition's registry that I can fix? The computer is a 2 year old Dell Dimension 2350 with Windows XP Home Edition. Already checked for spyware, adware, malware, viruses and trojans. All came up clean but I will check for them again. I don't need tweaking help but I need to find out how come my UL speed is slow when I use 32768 as the DefaultSendWindow in Cablenut. Any help may be appreciated.

Here's I'm using 32768 as the DefaultSendWindow number:

you can't tweak the upload

Computer specs:

Dell Dimension 2350 with a 1.7Ghz Intel Celeron Proccesor, Windows XP Home Edition, 80 Gig hard drive, 768Mb of DDRAM PC2100, CDRW and cdrom. Cox.net at 4Mbps down and 512Kbps up.
