TMPGEnc comes to mind but I suggest you check out the site below for that and other useful links and info:

Yep, richardc is correct. This is the guide I use. All the programs needed are free and easy to use.

TMPGEnc is the best for vcd. You only need to buy the program if you intend to make SVCD.

Is that mean that I can use TMPGEnc to convert avi to VCD so I can watch it in regular DVD player? I tried, but after I burn it to CD, I can't watch it in my DVD player. I still have to watch it in my PC DVD-ROM.

probably be cause you just burned the file itself to the CD rather than create a VCD...VCD is a format. But then again, maybe your DVD player doesn't support the VCD format.

I used TMPGEnc to convert a avi file to svcd. Actually it created a big .mpg file, then I burned this file to cd. So what I did is wrong. I need convert and sametime burn to cd. It'll be a VCD format. Just like audio mp3 convert to CDA format.

you burned it as a data cd.

both nero and roxio support vcd's, although nero does a much better job in my opinion. Select 'vcd' and then drop your mpg into burnin area. Nero will setup to burn as a vcd and you're all set to go.

Nero can burn the vcd, it needs to be burned on a cd-rw disk. Depending on your os and video card nero may also be able to convert to mpeg1

huh?

that's not true. perhaps a rare dvd player only likes cdrw, but more often dvd players either play all discs or none in my experience.

look up your dvd player on vcdhelp.com and you'll see what it supports.

Your DVD player must support VCDs. Older ones do but most new DVD players don't I know GE ones support VCD/SVCD format.
