winsock

I tried to download files from a ftp site. I got

Connecting to medusa.cdut.edu.cn
Connection failed (Connection timed out)
Delaying for 20 seconds before reconnect attempt #1
Connecting to medusa.cdut.edu.cn #1
Connection failed (Connection timed out)
Delaying for 20 seconds before reconnect attempt #2
Connecting to medusa.cdut.edu.cn #2

Someone said that my winsock has problem or setting is not right.
How can I check winsock setting

you dont, winsock is part of tcp/ip

medusa.cdut.edu.cn is dead

if you able to get to websites, chk your mail etc.. your winsock is fine.
