Looking for a tweak...

I can't remember where I got this tweak. But what I am looking for is a tweak in Windows 2000 that forces shutdown when I go to start>shut down>shut down even if a program is hanging/opened (cuz if a program hangs you need to press the "end task" button then it will close but this tweak would automatically close it when shuting down). All I remember is it in the registry and maybe in the HKEY current user or something under Windows/Currentversion/Explorer. I think I may have to add an entry or just modify a entry (can't remember). Any help?
