Norton Personal firewall

What are the downsides to using this firewall and are there others which will do a better job? Cost is not a concern.

I use Sygate personal firewall which has been pretty good. Lots of setting controls.

When Nortons Firewall first came out, it was full of vulnerabilites. I don't think that is true anymore. I think they've fixed it up. I don't use it myself, so I cannot say for sure how good it is. Personally, I use the free version of Zone Alarm. It's served me well for a couple of years now.
