Couldnt find SLOWNET
This is what I found in the regedit at the place where I should have seen SLOWNET.
AdapterType, ApmPme, BusType, DeviceVxDs, DevLoader, DriverDate, DriverDesc, DuplexMode, EarlyTxThreshhold, EnumPropPages, InfSection, IPMTU, LinKUp, MatchingDeviceId, MediaType, NTMPDriver, ProviderName, WakeUpFrame. All in a list type format. I was puzzled that I could'nt find slownet but followed all the TCPOptimizer custom settings. Where do I go from here?

Something I see alot of people ask is "do these settings look good", that is a question that cannot be answered without knowing more information. Everyone's goal here at Speed Guide is to help you get the most from your connection, but we need to know some information prior to helping. There are many factors that effect the speed of your connection, some of the information needed is:
1. What type of connection do you have? i.e. 56K, DSL (PPPoE or not), Cable etc.
2. Who is youe ISP and what is your advertised speed from them? i.e. Cox.net & 3000/256 (this is advertised in kilobits per second.)
3. What are your current settings now? Do an analyzer test (in my signature) and copy and paste the results (remember to XXXXX out your IP address) here.
4. What kind of speeds are you getting now? Do 10 speed tests from Speakeasy (choose the location nearest to you) clearing your internet temp files prior to each test, and give us the average of your top 5 tests.
IMPORTANT TO UNDERSTAND
5. Remember your goal is to get 90% of your rated speed, sometimes depending on factors beyond your control i.e. routers, servers, line quality etc. it just isn't gonna happen, no matter what you do.
6. Please tell us your operating system i.e. 95, 98, ME, 2K or XP.

bandwidth * delay product:

I apologize if I'm being rude but I know from my experience with tweaking and testing myself not an article. To explain, some say that a MTU of 576 is better for 56K - not true, it has absolutely no effect on latency(ping) or throughput the only things that effect latency on 56K are a good quality hardware modem and good quality phone line. As for thoughput if you have your MTU set to 576 how can you match the MTU of a particular website? You can't, that is why you set it to 1500 and set PMTUDiscovery to 1 so that your MTU will match the MTU of the site you are on thereby optimizing your throughput. I have tweaked and tested every possible setting to help optimize a dialup connection and the one's I have posted are the ones that actually work.

I suggest removing Rambooster and download X-Setup it is the ultimate tweaking app and has the same settings that Rambooster and Cacheman have to optimize your RAM but you set it and leave it so there is nothing running in the background eating up system resources. 
You need the TCPOptimizer proggie, the link is in MNOSteels signature.
Run it, make sure everything is nice looking, then reboot and use the TCP/IP analyzer to make sure the settings are good, then post them here.
BTW, no system should be without Cacheman! And best of all, its freeware. By far the best system tweaker I know of, unless you prefer to do it manually of course.

vortech your are on dialup your RWIN is perfect as it is. JeffL all Cacheman does is set your vcache and put a few other lines in your system.ini file (that do work), I'm not going into detail about what lines it uses but you could add them manually or just use X-Setup as I suggest and do it with the checking of a box with a nice gui. Once these settings are in place there is absolutely no reason to have an app such as Cacheman running in the background, the whole point is to free up RAM and system resources so why have anything extra running that you don't need? I see alot of people using these apps and they are pretty much useless (and do absolutely nothing in 2K & XP), try and see for yourself.
