any ideas on this im using dsl on pppoe this a friend machine and truing to boost speed for her

TCP options string = 0204058601010402

MTU = 1454
MTU is not fully optimized for broadband. Consider increasing your MTU to 1500 for better throughput.

MSS = 1414
Maximum useful data in each packet = 1414, which is equal to MSS.
MSS is not fully optimized for broadband (although it might work well for slower connections). Consider increasing your MTU value.

Default Receive Window (RWIN) = 65535
RWIN Scaling (RFC1323) = 0 bits
Unscaled Receive Window = 65535
Note: Under Windows 9x, if you have RWIN set to any other value, and the Analyzer reports 65535 you might need to install the MS Vtcp386 fix.
For optimum performance, consider changing RWIN to a multiple of MSS.
Other values for RWIN that might work well with your current MTU/MSS:
520352 (MSS x 46 * scale factor of 8)
260176 (MSS x 46 * scale factor of 4)
130088 (MSS x 46 * scale factor of 2)
65044 (MSS x 46)

bandwidth * delay product:
Your RcvWindow limits you to: 2621.4 kbps (327.675 KBytes/s) @ 200ms
Your RcvWindow limits you to: 1048.56 kbps (131.07 KBytes/s) @ 500ms

MTU Discovery (RFC1191) = ON

Time to live left = 55 hops
TTL value is ok.

Timestamps (RFC1323) = OFF

Selective Acknowledgements (RFC2018) = ON

IP type of service field (RFC1349)= 00000000

An MTu of 1454 would leed me to assume this PC is using Enternet for the PPPoE based connection. You can not adjust the MTU easily but with a few steps it can be done.
The Registry Key doesn't match exactly, but these instructions always seem to go the trick. You may need to search in the registry for 1454 to find the key faster.
1) Go to "Start" menu -> Click "Run" -> Type "Regedt32.exe" -> Click "OK"
2) Go to this Registry Key HKEY_LOCAL_MACHINE\SYSTEM\ControlSet001\Control\Class\{4D36E972-E325-11CE-08002bE10318}\0010\Ndi\params\MaxFra
Note: The 0010 may be different for you depending on how many pieces of hardware you have installed, but it will be one of those 00 numbers
3) Double click on "max" and change the value from 1454 to 1492.
4) Close RegEdit
5) Right Click on "Network Neighborhood" (My Network Places)
6) Choose "Properties"
7) Click on the TCP/IP for your PPPoE adapter
8) Click "Properties"
9) Click "Advanced" tab
11) Click "Max Frame Size" -> Change to MTU you desire
12) Click "LCPMRU" -> Change to match the MTU you changed in step 11
13) Click "OK"
14) Done! Reboot!

Or, you can download Dr. TCP and it will make the registry changes for you. All you have to do is type in 1492 as your MTU, and apply the settings.

Download Dr. TCP here: http://www.dslreports.com/front/DRTCP019.exe

That will onyl change the MTU of your Ethernet adapter not the registry hack for EnterNet, which over rides an Ethernet adapter.
