Your not supposed to wait until the end, since IE includes the time it takes to actually write to disk. The speed will fall slightly, probably around 995KBps, but that isnt accurate. And I think the test from speekeasy proves that the download speed is realistic.

I could always downlaod a file through a command window, and that will be more accurate (faster) but its not anything significant.

Capped at 3mbit download/256 kbit upload. Too bad it can't be more faster like OOL users :) I used to get OOL users' speeds for the last 2 years until it got capped in August 2001. I get between 2500 to 2986 mbps down and 200 to 230+ kbps up. But normally, I do go over the dl caps.
Computer specs:

Dell Dimension 2350 with a 1.7Ghz Intel Celeron Proccesor, Windows XP Home Edition, 80 Gig hard drive, 768Mb of DDRAM PC2100, CDRW and cdrom. Cox.net at 4Mbps down and 512Kbps up.

If you wait halfway, it should be accurate (non cached of course). I just redid it, and at halfway, its 1.05MBps. If you get faster halfway, cool.

Im using cable provided by Optimum Online, a great ISP. I doubt using my tweaks will help your speed all that much though, since its mainly the ISP. But it cant hurt I suppose.

If they're 8 times lower, it's because they are being displayed in KBytes rather than Kbits. 1 Byte = 8 bits
