different OS gives different uploading speed?

Hi all, first time writing at here.

I am currently using @Home service.
I used to use Win98SE. After installing QUEST@HOME, I could achieve max. of 128KBPS for uploading

this week, I installed Win2K. Same NIC. Only CPU and MB were upgraded.

QUEST@HOME slightly improved both download & uploading speed, but not as good as Win98SE.
I tried bunch of tweaking method and finally achieved about the same downloading speed, but was only able to acheve max. of approximately 56KBPS uploading speed.
I was wondering if different OS offers different internet speed.

And if there's anyway to get my old uploading speed, could you teach me how?

Use the win2k patch

already did...
and uploading is still around max. of 56KBPS

try uploading diffrent places, have you tried cablenut?. Also your provider might be having problems.
