TCP/Analyzer problems with RWIN

I run TCP/Analyzer and everything is "tweaked" except my RWIN is stating 32768, 0 bits scale.
So I reinstall the patch for win98/Me (I have Win Me).
reboot.
run regedit... yup patch settings installed to reg.
Run Analyzer again.. says Rwin is still 32768, O bits scale. Hmmm... manually input settings.
reboot.
Run analyzer.. surprise, surprise.. still getting default settings!! Argh! (i think im going balder! Im only 24 dang it!)

I tend to believe the Analyzer as to my settings as my pages are slow on loading, my downloads are slow, my pings online are higher. Have had cable for 5 years so I know the difference.. and my RWIN is not increasing even tho my registry says it is.

Never had this problem before. Newly fdisked/formatted system. fresh install. Can my cable company be over-ruling my settings with some sort of super program, Win ME just being a pain in the arse, or can another setting somewhere in teh registry be over-riding the area that the patch tweaks?

A new reformat/fresh install... no other drivers added. no sound. no video... excpet to run the cable modem patch, even the manual install of the registry.. increasing my rwin and ttl. and yet it says in the registry that they are at the optimum settings for cable.... your tcp/analyzer still finds it at default levels! I give. please help. :(
